What does it cost to build a villa in Bali?

Construction ranges per square metre for 2026, a worked example, and the budget lines that are missing from almost every quote. In rupiah, with the estimates marked as estimates.

Anyone who answers this question with a single number is selling something. Construction cost on Bali is a range, it moves with specification far more than with location, and the figure that matters sits at the bottom of a sheet that includes everything the per-square-metre number leaves out.

Everything below is a market range as of 2026, not a quotation.

These figures cover the build. They exclude pool, furnishing and landscaping, which is the first place quotes and reality diverge.

A worked example

A two to three bedroom villa of 150 m² with a 30 m² pool lands somewhere around **IDR 1.8 to 2.2 billion**, depending on materials and design.

Then add 15 to 25 percent for architect fees, permits, the pool, landscaping and furnishing. Applied to the example above, that is roughly IDR 270 to 550 million on top, Those items are the difference between a structure and a house.

Time: 8 to 10 months for a straightforward two-bedroom, 12 to 14 months once a pool and proper landscaping are involved. Treat any promise materially faster than that as a claim about the sales process rather than the construction process.

Do the arithmetic in rupiah

This is the least interesting advice on this page and one of the most valuable.

Cost guides for Bali are routinely written in dollars or euros and quietly anchored to an exchange rate from whenever the page was first published. Rates move. The result is a build that appears to gain fifteen or twenty percent between the article you read and the contract you sign, without anything actually changing.

Hold your budget in rupiah. Convert at the end, at today's rate, and only to check affordability.

What the quote will not contain

The per-square-metre figure and the 15 to 25 percent uplift still leave gaps. In rough order of how often they surprise people:

Land preparation. Access roads, cut and fill, retaining structures. On the Bukit's limestone or on any sloped inland plot it runs into serious money.

Water supply. Bore, connection, pump, storage. On a dry limestone peninsula it can be substantial, and most buyers never ask about it before signing for the land.

Power connection. Capacity upgrades and distance from the existing network.

Wastewater. A proper system rather than the cheapest compliant one, which matters if you are anywhere upslope of a reef or a neighbour's well.

Professional fees beyond the architect. Notary, legal review, surveys.

Supervision. Either you are on site regularly or you pay someone competent to be. Remote owners who skip this consistently pay more in remediation than supervision would have cost.

Contingency. Ten percent minimum. Every experienced builder on the island will tell you the same thing, and every first-time client argues about it.

The permit path is a cost, not a formality

PBG (Persetujuan Bangunan Gedung) replaced the old IMB in 2021 and approves your design before construction begins. SLF (Sertifikat Laik Fungsi) is the clearance to use the finished building, issued after an inspection confirms that what stands matches what was approved.

Both run through the SIMBG portal, alongside OSS. Drawings must be signed by a certified Indonesian architect (IAI) and engineer (SKA). A complete PBG submission clears in roughly 14 to 30 working days.

That number is misleading in isolation. With document preparation and KKPR spatial conformity ahead of it, budget three to four months before ground is broken. A foreigner cannot hold a PBG personally; the application is made by the entity holding the land right, which in practice means a PT PMA on HGB.

Building first and regularising later is a widespread practice and a bad trade. It converts a known three-month cost into an unbounded one.

The most expensive line is the one that stops the site

In October 2025 a villa project in Karangasem was sealed over permit problems.

Model what that does to a budget. The crew is either paid to wait or released and rehired at a premium. Site rental continues. Financing accrues. Lawyers start billing at a rate unrelated to construction. The asset produces nothing and cannot be sold in that state except at a heavy discount. There is no cost line for this in any quote you will be shown, and it dwarfs every item that is in there.

Since September 2025 the province has prohibited converting productive agricultural land for commercial use, provincewide. A build on land in that category is exposed to exactly this outcome. Which makes parcel classification a cost question, not a legal one.

Environmental specification is the cheap half of the sheet

Rainwater capture, greywater reuse and soak wells add perhaps a low single-digit percentage to a build.

The alternative costs more. Groundwater has fallen more than fifty metres in parts of Bali in under a decade, so you drill deeper every few years, or truck water in through every dry season. One is a one-off line item at specification stage. The other is an operating cost that never ends and that gets worse as more neighbours make the same choice.

Sealing the entire plot is similarly a false economy: it sheds water you could have banked and contributes to the runoff problem that produced the September 2025 flooding, which killed 17 people and triggered the conversion ban now shaping what you are allowed to build.

The environmentally competent version of a Bali villa is, on a ten-year view, simply the cheaper one. That is a happy coincidence and it does not need to be dressed up as anything more noble.
