Ranges as of 2026, in rupiah
Anyone quoting a single number for Bali construction is selling something. These are market ranges, and they exclude pool, furnishing and landscaping.
Basic local standard runs roughly IDR 6 to 8 million per square metre. Mid-range, the level that survives rental use, sits around 8 to 12 million. Premium international finish is about 12 to 15 million, and genuine luxury has been reported up to around 23 million.
A worked example: a two to three bedroom villa of 150 square metres with a 30 square metre pool lands near IDR 1.8 to 2.2 billion. Then add 15 to 25 percent for architect, permits, pool, landscaping and furniture. Build time runs 8 to 10 months for a simple two-bedroom and 12 to 14 months once a pool and landscaping are involved.
Keep your arithmetic in rupiah. Converted figures on other sites are often anchored to an exchange rate nobody has updated, which is how a build silently gains twenty percent between reading and signing.
PBG before, SLF after
PBG, Persetujuan Bangunan Gedung, replaced the old IMB in 2021 and approves your design before construction. SLF, Sertifikat Laik Fungsi, is the clearance to use the finished building, issued after an inspection checks that what stands matches what was approved.
Both run through the SIMBG portal alongside OSS. Drawings must be signed by a certified Indonesian architect and engineer. A complete PBG submission clears in roughly 14 to 30 working days, but that number is misleading on its own: with document preparation and KKPR spatial conformity ahead of it, budget three to four months before ground is broken.
A foreigner cannot hold a PBG personally. It is applied for by the entity holding the land right, which in practice means a PT PMA on HGB.
Environmental shortcuts are the most expensive item on the sheet
In a cost breakdown, ecology looks like a soft topic. It is the line where projects die, and it never appears in the quote you are shown.
A build on land the province classifies as productive agricultural land can be stopped outright since the September 2025 conversion ban. In October 2025 a villa project in Karangasem was sealed over permit problems. A sealed site does not pause your costs: the crew, the site rental, the borrowed money and the lawyer all keep running while nothing gets built.
Then there is water. Rainwater capture, greywater reuse and soak wells add perhaps a low single-digit percentage to a build. Drilling deeper every few years because the aquifer dropped, or trucking water in through the dry season, costs considerably more and never stops. We price the boring version, because it is the cheap one.
